Mindanao CSO Observers’ Notes during the 39th Round of GPH-MILF Talks

“What is striking is to hear in the discussions and debates the sensitivity of the parties to feelings of the other.  You can almost hear the words “feelings and positions” used almost interchangeably.  With this long drawn-armed conflict spanning almost four generations, everyone is as much a victim as the other in various capacities.  That is why due considerations to feelings is as important as the positional demands of so-called “hard” issues.” [1]

For the first time since the GPH-MILF Peace Talks resumed under the Aquino administration, representatives from the women and civil society organizations from Mindanao were allowed to observe the four-day negotiations at the Palace of the Golden Horses, Kuala Lumpur Malaysia last August 21-25, 2013.  Three CSO leaders attended namely, Patricia M. Sarenas, Chair of the Mindanao Coalition of Development NGO Networks, Salic Ibrahim, Co-Chair of the Mindanao Peoples Caucus (MPC) and Mary Ann M. Arnado, Secretary General of MPC and representative of the Women Engaged in Action on 1325 (WeAct1325).

GPH, MILF resume talks on power-sharing, normalization; observers present

KUALA LUMPUR (MindaNews/22 August) –  The government and Moro Islamic Liberation Front peace panels resumed talks at 9:45 a.m. today (Thursday) in this Malaysian capital in the presence of  observers from the House of Representatives,  Mindanao civil society and the Bangsamoro Transition Commission.

This is the first time in the 16-year history of the peace talks between the Philippine government (GPH) and the Moro Islamic Liberation Front (MILF) that observers from various sectors are represented. “We are also joined in today’s Opening Ceremony by an unprecedented number of observers – a glowing affirmation that we need the whole village to build peace,”  GPH peace panel chair Miriam Coronel-Ferrer said.

It is the first time since 2001 that civil society representatives from Mindanao are attending the GPH-MILF peace talks in Kuala Lumpur as observers.

Mayta’ di’ kitaniyu makahibal bilang hambuuk ummat? Mayta’ di’ kitaniyu makalawag hambuuk tunggal nakura’? Mayta’ kitaniyu masi-masi napupulak-kanat? Ku’nu baha; dumatung in waktu mahambuuk na kitaniyu katán?
